06/29/2009 - Every year, millions of Americans suffering from the common cold buy nonprescription remedies promising relief. Some have ended up with another health problem: loss of the ability to smell.

The U.S. Food and Drug Administration has received more than 130 reports of people losing their sense of smell after using Zicam cold remedies — sometimes only once. The agency has warned consumers to stop using these intranasal products and asked the maker to stop marketing them.

It's the kind of story that has people asking: Why didn't the FDA do its job and protect consumers?

In the case of Zicam, the FDA did its job. It acted on consumer complaints and issued warnings that will likely save many other people from potential negative health effects. (The agency neither tests such products, nor has the power to recall them.)

The Zicam story should remind the public of everyone's responsibility to report adverse effects to the FDA. Reports from average people are the public's best hope for learning about negative side effects of products like Zicam, marketed as a "homeopathic" remedy.

Like many over-the-counter drugs, homeopathic remedies are not subject to FDA testing requirements for safety and effectiveness the way prescription drugs are.

But the FDA does have authority to issue consumer warnings and call manufacturers to account when people complain.

"If we don't know about the problem, it's difficult for us to try to solve it," said FDA spokesperson Siobhan DeLancey.

The FDA makes it easy for all of us to report problems to the agency through the mail, online and over the phone. At the agency's Web site, consumers can also read anonymous accounts from other consumers about everything from prescription drugs to cosmetics to medical devices.

In 2008, the agency received at least 275,000 such reports, but many Americans still don't know such reporting is an option.

It's more than an option. It's an obligation.
